As part of the new planning system to manage how development takes place in both settlements and within the countryside, the Planning & Compulsory Purchase Act 2004 introduced a new 'two tiered' system. This system is made up of:

Regional Spatial Strategies - prepared by the regional planning bodies (RPBs), the overall purpose of which is to manage the nature, location, scope and pace of development over a ten year period. (The South West Regional Spatial Strategy is currently in draft format and is undergoing an Examination in Public.
